Freelance by referral only. I read everything that arrives, and anything interesting gets an answer inside a day or two. That includes telling you when the thing you need is not a developer.
What you are building, what is in the way, and when you need it. Short is fine. If it is a fit I will say so. If your problem is really pricing or distribution or a feature nobody asked for, I would rather say that in week one than bill you for six months.
